Vantor Paymaster

Checks x402 version 2 payments on Robinhood Chain, read-only. Explains a seller's PAYMENT-REQUIRED terms, drafts USDG payment terms, verifies a signed EIP-3009 USDG authorization with the official x402 verifier, and looks up settlements from USDG's own onchain events, checking whether an authorization can still be used before anyone pays again. Supported path: the exact scheme in USDG on Robinhood Chain mainnet (eip155:4663) with EIP-3009 authorizations. Other networks, assets, Permit2 and x402 version 1 are reported as not supported. Paymaster does not sign, submit or settle payments, holds no funds, and does not accept x402 payments itself; a valid result means a payment would settle now, not that it has.
